Key signatures and their analogues

Currently the core representation for all key-signature-like objects is an array with a value per scale degree. This is insufficient for systems where octave equivalence is not to be assumed. We should assume that order and octave repetitions of signs are guessable, but not fully determined by a single octave's scale.
The interface currently presents even less choice, allowing the user only to navigate around keys in the circle of fifths.
